Ontario Waste Diversion & Biogas Facility Project

The Challenge

A RHSA private enterprise client was looking for funding to help move forward with a Waste Diversion and Biogas facility in Ontario. The project was projected to cost in excess of $55,000,000 in order to complete and despite years of work, utilization of strong technology and investors, there was a cash shortfall to move forward with the project.

The outcome

RHSA employed our unique Funding Options Report (FOR) to identify and analyze various government funding programs that could be “stacked” for the client to achieve the monies required for their project to commence.

After 2 years of tracking for suitable grant opportunities and providing various funding options, a new program was released that fit the criteria required for the Waste Diversion and Biogas facility.  RHSA notified the client of this new program and quickly commenced to develop an application on their behalf, which resulted in a $10,000,000 grant being awarded for the construction of the facility

FIRST NATION INFRASTRUCTURE & PROGRAMMING INITIATIVE

The Challenge

A remote First Nation had many infrastructure and programming initiatives to meet community needs, but had limited human resources to identify, develop and fulfill reporting for funding to support growth.

The outcome

RHSA worked with the community to develop a long term, systematic approach to pursuing grants. This plan started with engaging a Community Champion who could help identify projects and liaise between different departments and Chief and Council. The first action taken was selecting two projects that were a community priority and had a high probability of success based upon grants available. These priorities included a Food Security/Sovereignty Program and New Public Community Buildings.  

Food Security/Sovereignty – A plan was developed to access funding for a starter building for a food bank and training space.  After these capital funds were secured, additional funding applications were developed and approved to support new hires, traditional food harvesting programs including new fishing, hunting, preparation, and storage equipment, as well as to create a community garden with greenhouses.

New Public Community Buildings – A cultural learning centre, daycare, youth centre, and community garage were identified as community mid to long term objectives. Within four years, RHSA was able to support the community in securing 100% of funding for the daycare and cultural learning centre – including feasibility study, design work, and capital construction.  100% of the costs for both feasibility and design funding has been secured for the community garage (plus 50% for capital construction), and 100% of the costs were approved to fund a feasibility study for the youth centre.

To date, RHSA has helped secure approximately $20 million towards these projects, with around an additional $10 million of grant applications currently under review or development. As a result of these successes, the community has engaged RHSA to expand our scope of work to support some of their additional initiatives and priorities.

Municipal Water Supply Project

The Challenge

A municipal government was looking for funding to update two Pumphouse Water Supply Systems that had: aged pumps (50+ yrs) with inefficient fixed speed motors, antique parts that were scarce or unobtainable, as well as no flow control mechanisms from lake and water treatment plant that caused recurrent flooding and outside runoff. After unsuccessfully trying for a number of years to find the funds to replace the outdated infrastructure, RHSA were engaged to help identify funding that would offset the anticipated $3,300,000 project cost and assist with drafting an application.

The outcome

In 2020 RHSA identified a suitable funding program that could cover 70% of eligible costs and assisted the client in drafting a submission. Despite the clear and demonstrated need for this vital community infrastructure update and strong technical/ financial supporting documentation the application was not approved, simply because the program was competitive by nature and oversubscribed. 

In 2022 the same program that originally denied this application opened for a new intake. With some minor adjustments (including a $1,000,000 price increase), RHSA assisted the client to quickly revise and compile a new application. Midway through 2023 (over 3.5 years since RHSA commenced work on this project), the client received the maximum cost share grant of 70:30 for the revised total project cost of $4,300,000.
